Police standoff ends peacefully with Lima man’s arrest

LIMA — A Lima man was taken into custody Thursday night after a three-hour standoff with police.

According to a statement from the Lima Police Department, officers were dispatched at approximately 6 p.m. to 443 Orena Ave., Lima, in reference to a domestic violence incident.

Upon their arrival, officers spoke to Amber Johnson, 30, of Lima, who said she had been assaulted by strangulation by Jordan Jennings, 32, also of Lima, inside the Orena Avenue residence. Police attempted to make contact with the occupants of the home, but no one answered. It was confirmed that Jennings was inside of his mother’s residence, which was also occupied by his uncle, Francis Phalen, and two young children, according to the report.

Officers from the LPD, with the assistance of the Ohio State Highway Patrol and deputies from the Allen County Sheriff’s Office, created a perimeter around the residence. Officers began giving verbal commands over a police cruiser’s PA system, calling for the occupants — specifically Jennings — to come out of the house.

After about 20 minutes, detectives and the Lima Police Department’s SWAT and hostage negotiation teams were called to respond. The stand-off lasted for well over an hour before Phalen and the two children came out of the residence, while Jennings remained barricaded inside. When efforts to make contact with Jennings failed, and after almost three hours had passed, chemical agents were deployed into the residence.

Jennings then exited the house and was taken into custody without further incident. He was transported to the Allen County jail and held on suspicion of strangulation and an active outstanding warrant through the Allen County Sheriff’s Office.
