Roach appointed Lima streets director

LIMA — A shuffling of portfolios in the City of Lima administration has led to a new hire in the public works department.

On Wednesday, Mayor David Berger and Public Works Director Howard Elstro announced the hiring of Warner Roach as the department’s deputy director overseeing the department’s streets division.

Roach assumed his duties as of Tuesday, replacing Saul Allen, who is training to become the city’s deputy utilities director. Allen is succeeding Michael Caprella, who will be moving up to take the place of retiring utilities director Gary Sheely, set to end his tenure the end of this year.

Warner could earn up to $87,145.20 per year, according to the ordinance for his hiring.

Roach came to Lima via his employment with Procter & Gamble, where he worked for 33 years in various roles, including senior plant human resource manager, operations department leader and site health, safety and environmental manager.

“He will oversee the streets division and all of its functions, which include snow removal, ice control operations, street maintenance functions, storm water repair, traffic signals and signage, street lighting, leaf collection, alley repair and maintenance, fleet repair and other maintenance functions of the city right-of-way,” Elstro said.

Roach has been involved in other roles in the Lima area, including currently serving as board of directors president for West Ohio Community Action Partners, formerly known as LACCA. He also serves that organization as its chief advisor and public relations liason.

Roach is also an adjunct professor of manufacturing technology at Rhodes State College and is a member of the Lima/Allen County Chamber of Commerce. He has received numerous awards during his career, most recently the Lima Family YMCA Black Achievers Award in 2009.

“I’d like to thank Mayor Berger for appointing me to this position,” Roach said. “I’m really excited and really thankful that you chose me. I’m really looking forward to working with this organization, and I think I have a lot to bring to this administration.”
